You can start the quest for Brogord's Axe at either of Holtburg's Outposts. Since the first part of the quest involves the Holtburg Redoubt near the Southern Outpost you may wish to talk to Hardunna there; she will give you a key to the "Hope Chest" and ask you to retrieve her Wedding Band from it:

Meanwhile, at the West outpost, Worcer would also like an item returned from the Redoubt - in his case an Antique Plate left in the bunkroom. He will supply a key to the door:

Once inside the Redoubt (at 39.0n 35.6e) you'll need to head down a couple of levels before you reach the bunkrooms and the hope chest. The locked bunkroom door is the first on the left after you reach the third level. The Hope Chest is a little further on, over a bridge in an unlocked bunkroom. Once you have the appropriate item:

Head back to Hardunna and give her the wedding band.

Flinrala would like to see her father's Axe returned. She says he left it in a room in the Redoubt, and gives you a key to her father's room:

The room in question is a little further on than the Hope Chest in the Redoubt - but the Axe is not there. Instead, once you've opened the room and dispatched the Drudges inside, is a Tumerok Key:
