Hea Toneawa is a love-lorn Tumerok who's fallen for a member of the opposing Aun Xuta. As the Hea and Aun clans are at war, either side is likely to kill them both if they are seen together - so Toneawa uses Isparians as a go-between.
You'll find Toneawa just to the north of the town of Greenspire at 43.7n, 67w.

Hea Toneawa tell you, "Greetings! Could you do me a favor, please? I planned to meet my beloved, Aun Mariona, but I am afraid my Hea brethren have learned of our romance and are watching over me. Could you take her this note? I dare not go meet her myself, lest they slay us together. You will find her at the base of Marescent Cliffs, almost directly north from the city your kind calls Redspire. I have written the directions to our meeting place on the note."

Take the portal to Redspire at 43.3n, 68.2w and run north. You should be able to make it to the cliffs without problems. However, you won't find Aun Mariona at 42.1n 83.5w. Instead, invisible on radar, at 42.2n, 82.8w you can find her brother Aun Bernawa:

Aun Bernawa tells you, "I am waiting here for Hea Toneawa. I don't suppose he gave anything to you for my sister, Mariona?"
You give Aun Bernawa Note from Hea Toneawa to Aun Mariona.
Aun Bernawa tells you, "Hm...let me see...that bakha Toneawa! If he dares to think he can meet my little sister in secret he's got another thing coming. She'll never be corrupted by that melodramatic sissy! If I ever catch him lurking about in our arbor again, I'll cut off his OWN tail for him! He'll wish he never left Timaru for Ahurenga! And if he thinks I'll let Mariona run away with him across the water...Why, why I'll...Here, take this to him. I must hurry back to Timaru to alert my family of this ridiculous affair."

Take the note back to Hea Toneawa (via the Greenspire portal at 40.6n, 82.4w) and he'll give you 1000xp, 3 Healing Elixirs and a Good Healing Kit.
